The Transport Department provides public services related to driving licences, vehicle registration and permits. Queries could be directed to the Department.
Conversion of Driving Licence
Although Hong Kong is a small and well-connected city with many economical public transport options, having your own car might be helpful especially if you live further out of the city or have children.
If you hold an overseas driving licence and wish to drive in Hong Kong, there are three ways to do so:
- Apply for a full driving licence by direct issue without test (only applicable to those holding a driving licence issued by countries/places listed here
- Apply for a temporary driving licence if you hold a valid overseas driving licence issued by a country or place that is NOT on the list above
- Driving on strength of their valid overseas driving licence or international driving permit (only applicable for visitors who are not taking up residence for a period exceeding 12 months)

Driving Test
If you do not hold an overseas driving licence, you will have to pass a driving test to obtain a full driving licence in Hong Kong. More information is available here.

It is easy to buy a new car in Hong Kong as most major car brands have dealerships here and you can find their showrooms and contacts online. Formalities of Purchasing a Used Car
- Apply for a Certificate of Clearance (TD 87(S)) with the Licensing Office before proceeding with the transaction to ensure that the car does not have any outstanding penalty
- Buy car insurance and obtain the insurance cover note
- Submit the original copy of the notice of transfer of ownership (TD 25) to the Vehicle Records Office within 72 hours after the transfer of the ownership together with the required documents and fees listed here.
- Wait for the issuance of the new vehicle registration document
